Functional Purpose
Performs a variety of financial analysis activities, including analyzing national operating financial performance against financial plans, standards, projections, budgets, and revenue requirements using postal policies within the Finance and Planning department. This is the first level of a three-level career ladder for finance professionals to develop the competencies, technical knowledge, and skills needed for success in the full performance of the FINANCIAL ANALYST EAS-21 position. At this level, incumbents apply entry-level technical knowledge, skills, and abilities to support department programs and projects. Candidates entering this career ladder will work closely with a mentor/coach and execute an Individual Development Plan outlining developmental requirements which have been tailored to the employee.
Duties & Responsibilities
- Develops analysis of patterns and trends in financial performance and makes recommendations concerning potential financial problems or opportunities.
- Develops models, methodologies and measurement criteria to monitor and assess financial performance, and to evaluate major demands for postal services over time.
- Performs entry-level financial analysis assignments designed to develop a broad understanding of Postal Service and Finance and Planning functions and internal policies and procedures.
- Assists in the analysis and interpretation of cash flow forecasts and income impact by obtaining and compiling data.
- Monitors and interprets financial laws and regulations to determine the impact on existing programs and procedures, ensuring compliance with new requirements.
- Assists in the evaluation of existing programs, policies, and systems to identify and determine trends of postal financial performance and problems requiring review. Assists in recommending solutions through alternative approaches and modifications.
- Collaborates with other functional areas within Headquarters, Area, or District Offices on matters concerning programs, projects, or the development of financial results analysis.
- Prepares responses to various directives, inquiries, reports, and participates in the development of position papers, national financial performance analysis, instructional material, and other documentation as assigned.
Requirements
- Knowledge of profit and loss estimates, volumes, revenues, and balance sheets.
- Ability to effectively communicate orally and in writing sufficient to develop technical financial reports and performance briefings.
- Ability to coordinate work with others to complete programs and projects.
- EDUCATION REQUIREMENT: Possession of a Bachelors or Graduate degree in Finance, Economics, Statistics, or a closely related field from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education. MUST GRADUATE BY FEBRUARY 2025.
- Ability to analyze and evaluate data using spreadsheet tools such as pivot tables.
- Knowledge of financial and statistical analysis techniques including net present value (NPV), return on investment (ROI), internal rate of return (IRR), trend forecasting, and performance analysis. Special Conditions:
