Job Summary
The Department of Natural Resources (DNR) provides outdoor recreation activities and manages Minnesota’s natural resources to create economic opportunity and a sustainable quality of life. We are driven to find talented, innovative employees to help us carry out this mission.
The DNR Division of Parks and Trails is currently seeking an Acquisition and Development Program Supervisor. The selected candidate will have the option to report to one of the following locations: Saint Paul, Bemidji, Grand Rapids, or New Ulm, MN. The specific location will be agreed upon at time of selection. This position exists to supervise, direct, develop, evaluate, and manage the Division of Parks and Trails (PAT) acquisition and development management program that resides in the Resource and Asset Management (RAM) Section. This position provides staff supervision, leadership, and program direction so the acquisition and development management program is meeting long-range development and acquisition goals by collaboratively working with associated budgets, priorities, and procedures for the division and agency.
This position may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.
Job responsibilities include but are not limited to:
- Serve as the statewide program expert in providing recommendations and leadership to the Department, Division Leadership Team, resource specialists, park & trail supervisors and other Division and/or agency staff.
- Represent the Division’s acquisition and development program to other divisions and agencies.
- Audit and evaluate program progress toward achieving objectives through development and review of program reports and communication with staff interacting with the program.
- In partnership with the section manager and division leadership, set capital development and acquisition goals and associated budget.
- Coordinate project work with staff and contracts surrounding cultural resource processes and reviews for the division.
- Supervise, direct and coordinate professional staff performing complex and high-profile capital development and real estate activities for the division.
Qualifications
Minimum Qualifications
- Four (4) years professional level experience in a natural resource setting, agency, or organization; including project management, budget development and fiscal management, work planning and partnership, and capital development management experience.
- A Bachelor’s or advanced level Degree in Natural or Cultural Resource Management, Parks and Recreation, Natural Science, Communications, Public Relations, Business Management, Political Science, Public Administration, Social Science, Landscape Architecture, Engineering or closely related field may substitute for one (1) year of professional experience.
- Two (2) years supervisory or lead work experience to professional staff in planning and coordinating project management for a multi-discipline environment.
- Experience preparing and managing budgets (e.g., setting goals, itemizing expenses, proposing expenditures, directing changes, cost/benefit analysis etc.).
- Ability to treat employees inclusively in the areas of accommodation, scheduling, job expectations, individualized resource needs, training, and professional development.
- Experience planning and implementing a broad range of natural and cultural resource and/or project management activities such as land acquisition, initiating, tracking and completing capital development activities, working with federal, state, and local units of government on required permitting, and/or leading efforts to establish and maintain comprehensive division capital development management proposals for project funding.
- Excellent communication skills sufficient to prepare and provide effective reports and presentations to the public, staff, division leadership, the legislature, and other agencies to provide program information, develop partnerships, justify program initiatives, and garner program support.
- Significant knowledge of and experience using principles and practices of acquisition and development, natural and cultural resource management, including but not limited to community ecology, biology, archeology, geology, water and soil resources, capital development, engineering, landscape architecture, required federal and state laws sufficient to maintain professional credibility and provide leadership for integrating capital development management philosophies within the Division.
- Strong computer skills in Microsoft Office software applications (Word, Excel, etc.) and databases.
Preferred Qualifications
- Bachelor’s degree or higher-level degree in Natural or Cultural Resource Management, Parks and Recreation, Natural Science, Communications, Public Relations, Business Management, Political Science, Public Administration, Social Science, Landscape Architecture, Engineering, or closely related field.
- Five (5) years of supervisory experience.
- Leadership competencies including integrity and trust, motivating others, vision orientation, building an effective team, dealing with ambiguity, politically savvy, customer focused, planning, creativity, and continuous learning.
- Skill in managing facilitating meetings, committees, and conference calls to meet goals, objectives, and initiatives.
- Experience conducting long range strategic planning with the ability to set long-term and short-term goals and objectives that equitably empower all employees, stakeholders, and the public.
Additional Requirements
This position requires an unrestricted Class D Driver’s license with a clear driving record.
